
In Romania, the issue of people with mental disabilities has never been raised from the human rights standpoint. Even if some international institutions expressed their concern regarding the way this category is treated in Romanian mental health centres (belonging to the Ministry of Health, National Authority for People with Disabilities or National Authority for Child Protection), the law does not provide the necessary guarantees for protecting these people. On the contrary, the are actually deprived of rights and liberties.
Through this programme, CLR aims at contributing to:
- the development of an independent monitoring mechanism of the detention and psycho-social centres.
- the improvement of the legal and institutional framework in the field of protecting people with mental disabilities.
- building the community integration and acceptance capacity in regard to people with mental disabilities.
