The Centre for Legal Resources is a non-governmental, non-profit organization which actively advocates for the establishment and operation of a legal and institutional framework that safeguards the observance of human rights and equal opportunities, free access to fair justice and which contributes to the capitalization of its legal expertise for the general public interest.
The Center of Legal Resources develops programmes focused on the following strategic areas:
By promoting strategic litigations, CLR aims at changing the jurisprudence and the interpretation given to the legal texts in force which are contrary to the Constitution or to the international regulations concerning human rights, as well as at changing the inappropriate local practices and public policies.
In any of its running projects, CLR publishes studies and reports comprising data gathered during the previous monitoring process. The publications focus on the integrity of the civil servants, observance of the minorities rights, the rights of the persons with disabilities and the compliance with of the environmental law.
Starting with 2007, the Centre for Legal Resources had been authorised by the National Council of Professional Training for Adults (CNFPA) to develop two types of training programes:
- Management
- Social and civic skills
CLR undertakes a variety of activities (campaigns, international conferences, press conferences) both to raise awareness over the violations of the human rights or of the rules of law and to promote and support the legislative initiatives related to the topics on the public agenda.
Centre for Legal Resources is quite present in the Romanian media. A lot of articles have been written on CLR involvement in campaigns promoting the fundamental human rights or on the monitoring results regarding the observance of the legislation, carried out in the institutions of the public administration or in those accommodating persons with mental disabilities.
