Fighting discrimination

All humans are equal in rights and different in essence. This universal equality and essential differentiation must be respected. (Art.1 of the Declaration of Human Rights and Liberties submitted by youth, Strasbourg, 1989)

Advocacy for the improvement of the legal and institutional framework for fighting discrimination

Romaniahas a law punishing the discriminatory conduct since 2000. The equality body, the National Council for Combating Discrimination has been operating since 2002. Nevertheless, the discriminatory behaviors persist in the Romanian society, making discrimination a phenomenon perceived as natural by many Romanians. By its actions CLR aims to contributing to  change this reality into  an open and diverse society, based on the chances opportunity.  The Center for Legal Resources is currently part of the anti-discrimination coalition and the European Network Against Racism – ENAR Romania and it is undertaking advocacy campaigns with regards to the adoption of complementary measures and policies for fighting discrimination and promoting tolerance within the Romanian society, for the effective implementation of currently existing policies and for maintaining the achievements in the area of anti-discrimination.
 

Enhancing the role and capacity of civil society organizations, social partners, the media, companies and other stakeholders to fight discrimination
In order to raise the effectiveness of the common action to improve the legislative and institutional framework, as well as to change for the better the level of rights awareness, the practices and common beliefs with regards to diversity and discrimination in the Romanian society, the Center for Legal Resources is authorized to provide training seminars to NGOs, social partners, the media, companies and other stakeholders in the fields of Diversity management, Combating discrimination and Human rights and media practice in a democratic society.

Monitoring and reporting
Since 2006, the Center for Legal Resources has been acting as national focal point for the EU Agency for Fundamental Rights – FRA for data collection purposes in the area of racism and xenophobia within the RAXEN network. The monitoring fields covered by RAXEN are: legislation, including the activity of the National Council for Combating Discrimination, racist violence and crime, education, employment, housing, health and sport concerning the following target groups: national minorities, refugees, asylum seekers and immigrants. Since 2008 CLR has acted as support organization for FRA-LEX the FRA legal experts network in the field of human rights. Thus far, topics included in the FRA-LEX studies regarding Romania are: homophobia, child trafficking, data protection, status of irregular immigrants, impact of the race equality directive, national human rights institutions, etc.CLR is also drafting the Romanian reports for the EU Commission within the newly established network of socio-economic experts in the anti-discrimination field and has drafted the ENAR Shadow Report 2006 and 2008.
