The CLR submitted a shadow report to the UN Committee on the Rights of Persons with Disabilities on the implementation of the CRPD in the European Union

On 14 February 2022, the Centre for Legal Resources submitted to the Committee on the Rights of Persons with Disabilities its first progress report on the implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) in the European Union (EU).

The aim of the report is to analyse how the EU has implemented the CRPD through the allocation of structural funds for deinstitutionalisation for the period 2014-2020. We wanted to draw attention to the systematic violation of Article 19 on the right to independent living and inclusion in the community through the massive allocation of funds for the construction and rehabilitation of significantly smaller centres for people with disabilities, which however further restrict the fundamental rights of people with disabilities guaranteed by the convention.

We have also shown how the lack of active consultation and meaningful involvement of disabled people and representative organisations in matters of EU law and policy has led to the implementation of practices contrary to the CRPD.
