25.000 children and adults with mental disabilities\u00a0live in specialized social and medical care institutions, falling under the international legal definition of being \u2018deprived of liberty\u2019. Although the stated purpose of these\u00a0institutions is to support\u00a0these people\u2019s rehabilitation, recovery and integration within\u00a0the community, none of these things actually happen. Moreover, 1.500 persons with mental\u00a0disabilities\u00a0place under the state’s \u201ccare\u201d system died between 2011 and 2014, according to the data provided by local authorities from 27 out of 41 counties which have responded to our request for information. The number of deaths could be much higher, and they are rarely\u00a0investigated contrary to what the\u00a0law requires.<\/p>\n
This fall, senators will vote on the establishment of\u00a0the\u00a0Independent Monitoring Mechanism, a law proposal\u00a0initiated by the Romanian civil society after more than 10 years of experience in conducting unannounced monitoring visits in specialized social and medical care institutions for persons with mental disabilities.<\/p>\n
Without a system that oversees\u00a0that human rights are respected and that residents can complain if their rights are violated, behind closed doors unimaginable abuses occur: institutionalization on grounds of disability, the lack of community services, punishment by immobilisation and isolation, inadequate\u00a0education, psychological\u00a0and medical services, poor hygiene, overcrowded rooms, limited access to justice.<\/p>\n
Ask the senators to vote for the law proposal nr.\u00a0303\/2015, which establishes\u00a0the implementation\u00a0of the Independent Monitoring Mechanism, meant to prevent\u00a0the abuses on the rights of institutionalized\u00a0persons with mental disabilities.<\/p>\n
