On December 14, 2017, the Centre for Legal Resources participated at the pre-session of the Universal Periodic Review of Romania, organized by UPR-Info<\/a>. We spoke to UN Geneva diplomatic missions about the approach of the Romanian state when it comes to human rights protection, an approach which functions on the principle \u201dfake it, instead of make it\u201d. We thus presented the fact that the Romanian state established on paper a strong institution for the protection of people with disability, the Monitoring Council, which remains not functional two years from its establishment. Meanwhile, invoking the establishment of this institution, CLR\u2019s access to closed institutions for people with disability is revoked<\/a>. We also spoke about the habit to adopt strategies for vulnerable groups without budgetary commitments and with accountability mechanisms which do not work, about the absence of a strategy to combat discrimination when the level of societal intolerance is increasing, or about blocking access to justice of the most vulnerable categories of population. The Universal Periodic Review is a mechanism of the UN Human Rights Council which entails, every five years, the evaluation by the other states of the human rights situation in each UN member state.
