Collaboration Protocols

The Centre for Legal Resources, within the “Advocate for Dignity” Programme, benefits from three collaboration protocols signed with certain Romanian state authorities that either have under subordination institutions that offer medical and social protection assistance and services for institutionalized persons with mental and intellectual disabilities, or either because they have competences and responsibilities regarding the safeguarding and defending of the rights of this vulnerable group.


Collaboration protocol with the Ministry of Labor, Family, Social and Elderly Protection, signed on 01.10.2013

The purpose of the protocol is to include CLR as a representative of the civil society in the independent mechanism of promotion, protection and monitoring the implementation of the UN Convention on the Rights of Persons with Disabilities constituted according to the provisions of art. 33, point 3 “National Implementation and Monitoring”.

Collaboration protocol with the National Center for Mental Health and Anti-Drug Fight, subordinated under the Ministry of Health, signed on 03.12.2013

This protocol empowers CLR as an independent organization that acts towards defending huma rights, to conduct anannounced regular visits in institutions which have in their custody persons with mental disabilities deprived of liberty, with the purpose of preventing inhuman and degrading treatments or punishments.

Collaboration protocol with the Prosecutor’s Office attached to the High Court of Cassation and Justice, signed on 06.04.2015

Through this protocol, CLR offers to the Prosecutor’s Office attached to the High Court of Cassation and Justice its experience in monitoring, investigating and defending the respect of rights of persons with mental and intellectual disabilities in social care institutions, in order to improve the capacity of the Public Ministry in its role of representative of society’s general interests and of defender of law order, of citizens’ rights and liberties and especially of those vulnerable groups.
