Monitoring Report Drobeta Turnu Severin County Hospital for Emergencies -Psychiatry Department – Gura Văii, Mehedinţi County

The “Mobile Legal Clinic” made an unannounced visit at the Drobeta Turnu Severin County Hospital for Emergencies -Psychiatry Department – Patients with Chronic Conditions (adults) – Gura Văii on 8th and 14th of March 2017.  Access the full report  here:  “The lack of awareness and concern among staff about this state of affairs is an indicator that suggests a rooting in the collective mentality of the belief that people with mental or intellectual disabilities are human and social rejects, a burden that is unnecessary for society, beings who does not deserve to resources to be invested in, who do not deserve the attention, respect, love or appreciation of society.”


Monitoring Report Placement Center for Children with Disabilities Drobeta-Turnu Severin, Mehedinţi County

The “Mobile Legal Clinic” made an unannounced visit at the  Placement Center for Children with Disabilities in Drobeta-Turnu Severin, on 19th and 20th of January 2017. Access the full report  here:  At the time of the visit, about 20 of the residents were placed under interdiction by court order, the appointed tutor being DGASPC (Romanian Child Protection Services). According to the statements of the head of the center, the Directorate initiated proceedings for interdicting all residents of the center in 2016, and in addition to the 20 who already had a court decision, the procedures for the remaining 27 beneficiaries would be finalized.


Monitoring Report Nucet Medical-Social Center, Bihor County

The “Mobile Legal Clinic” made an unannounced visit at the Nucet Medical-Social Psychiatry Center (NMSPC) on 10th of January 2017. Access the full report here: „There are no services in NMSPC that could support residents to exercise their rights or to express their concerns – such as psychological counseling and legal advice. According to the factual situation observed by monitors at the date of the visit, the problems of the residents are addressed by psychiatric treatment and eventually activities in the occupational rooms. Thus, due to lack of services, residents are unlikely to improve their physical and mental health in the long run, but on the contrary, there is a risk of degradation.”


Monitoring Report CRRN Sasca Mică, Suceava County

The “Mobile Legal Clinic” made an unannounced visit at the CRRN Sasca Mică, in Suceava county, on 16th and 17th of November 2016. Access the full report  hereAlthough it is in an advanced stage of degradation, Oskar House is adorned with autumn decorations made by residents. There is a poster in each room on which a tree is drawn on the branches on which the photos of the residents living in the room are glued. […] The shower room (“washing room”) is represented by a hall of about 5 m² high, dark, with 2 small windows at the top of the room, the walls covered with white, old, broken tile and the wet, moldy ceiling and broken from which pieces of plaster come off.
